Case Study in Applying Technology to Sanitary Maintenance for the West Valley Sanitation District

The presentation will focus on how one sanitation district evaluated work processes, determined operational improvements, and implemented multiple cost-saving ideas ranging from streamlining work practices to utilizing advanced technology such as GIS connectivity and CCTV data linked to a new maintenance system to develop routine schedules, track work, and improve operations. This transformation led to increased application of routine cleaning, improved work reporting, and increased automation of work processes to improve the efficiency and effectiveness of operations with increased quality. 
This resulted in an 85% increase of work done and significant cost savings compared to the previous year with a reduction of 9 SSOs/100 miles of sewer to 5.3 last year and is now at 3.4. Productivity is expected to increase with the implementation of a more optimized cleaning schedule. District management is able to track actual and budgeted costs for all work activities utilizing a performance based work plan and budget. One advantage of this budgeting tool is the ability to compare actual work performance with annual goals. The average daily production rate (ADP) for High Velocity Cleaning is 5000 lineal feet for a two person crew. Actual ADP for the current year is 5214 feet, or more than 4% better than this year's production goal.
